The Veterinary Council of Nigeria (VCN) has commenced a three-day intensive training programme on public procurement processes and procedures for its management staff, aimed at enhancing institutional efficiency, transparency, and compliance with procurement regulations.
The training, themed “Understanding the Public Procurement Process and Procedure,” is designed to deepen participants’ understanding of procurement laws, guidelines, and best practices within the public sector.

Speaking at the opening ceremony, Acting Registrar of the Veterinary Council of Nigeria, Dr. Fadipe Oladotun, said the programme was organised to strengthen the capacity of management staff and equip them with the knowledge required for effective service delivery.
Dr. Fadipe noted that despite the Council’s exclusion from the federal budget over the past two years, it has remained committed to staff development and continuous professional training.
According to him, investment in human capital remains a key priority for the Council, as well-trained personnel are essential to achieving institutional goals and delivering quality services.
He urged participants to take full advantage of the training by actively engaging in the sessions and applying the knowledge gained to their daily responsibilities.
Dr. Fadipe stressed the importance of promoting transparency, accountability, and adherence to global best practices in procurement management.
Delivering a presentation at the training, Engr. Ojougboh Nelson, Head of Research, Training and Strategic Planning at the Bureau of Public Procurement (BPP), highlighted the critical role of Chief Accounting Officers in ensuring compliance with the provisions of the Public Procurement Act.
He emphasized that leaders of public institutions must possess a sound understanding of procurement laws and procedures to guarantee transparency and accountability in the management of public resources.
Engr. Ojougboh also outlined the mandate of the Bureau of Public Procurement, noting that the agency is responsible for regulating, monitoring, and overseeing public procurement activities to ensure value for money, fairness, and prudent use of government funds.
His presentations covered key areas including procurement capacity building, collaboration between procurement units and internal stakeholders, procurement implementation processes, and complaint and administrative review mechanisms provided under the Public Procurement Act.
The three-day procurement clinic is expected to improve the competence of VCN management staff, strengthen institutional compliance with procurement regulations, and enhance the overall effectiveness of procurement operations within the Council.
The initiative reflects the Council’s commitment to good governance, professional excellence, and the adoption of best practices in public administration.
